Shogun: Total War is good. I also like C&C: Generals, but my favorite is Civilization IV.
Also, if your looking for a really old game that's really awesome, look up "Total Annihilation". It's a great game. That, and Army Men and Populous: The Beginning.

"Real Time Strategy" is the name of the genre you seem to be referencing.
I'm an all-time Starcraft fan (played the crap out of the first game and the Brood War expansion), hopping in on SC2 once the Zerg campaign gets released.
Second on my RTS list is Halo Wars. I've gone through 3 separate Xbox Live accounts during my Halo Wars career, and I've hit General rank 2.7 times already (currently working on getting it AGAIN, the current account is on my own bank account information so nobody can cancel it yayyyy). I'll usually play doubles and I'm always down for a match, our group calls it our "Warm Milk" game because we'll play it to wind down from more competitive games. Random All ALL the time!
Those two are my big favorites. I like mostly any RTS, like the Supreme Commander games, Civilization series, etc, but those two top the list with ease.

How about Battle for Wesnoth? It has a more of a war-game feel, and it is very strategic compared to most RTSs. Terrain, time of day, unit composition, formations are all crucial to a battle's outcome.
