This seems like the typical forced sequel, where they're unable to come up with a compelling way of continuing a story, so they instead attempt to compensate by taking whatever made it good originally and simply adding *more* of that. Because, after all, "one/two death notes finding their way into the human world made for an interesting story, so having three times as many must be even better!"
Good job, whoever is responsible for the conception of this impending train-wreck. That said, I do hope to be pleasantly surprised. I'll almost certainly be seeing it when it's released, being something of a Death Note fangirl.
