I need help. I'm making a webcomic, but I don't quite have the "web" part down. can anyone give me some help, preferably step- by- step?

You want your own site? Why. Why not just use one of the sites that has many different webcomics on it

If you are just starting out, I would recommend going with a site that hosts webcomics like comicfury, or smackjeeves. That way all you have to do is choose your theme or layout and upload your comic and done! Website building is hard and I used to make individual pages for each of my comic pages but I got fed up and used the webcomic plugins for wordpress. It can be kind of a hassle if you are not familiar with it though. So I would highly recommend the hosting sites! Plus, it's an easier way to gain an audience when you are starting out :) Hope that helps!
