Digital Painting: Manga Studio, Adobe Illustrator (vector), Art Rage Studio, Corel Painter, etc, and a ton of sites and apps online (especially common for pixel art).

2D animation: Live2D, Spline, TVPaint Animation, Toon Boom Harmony, Macromedia Flash.

Any painting program is also capable of producing frame-by-frame animations, and most video editors support all kinds of animation work if you're willing to jerry-rig them for that (especially After Effects).

Sculpting: Mudbox.

3D Clothing: Marvelous Designer

If you own a drawing tablet, they usually come bundled with a ton of free drawing software. Check your box for the codes if you still have it.
