I like how you drew the frills, would've look a bit better if the lines on the clothes doesn't look too controlled. Color-wise, you did a good job with the highlights :D If I may suggest, perhaps you can darken the colors to where the shadows suppose to be (like the inside/back of her skirt and hair). Just like how you put the shadows on her skin.
But really you did a good job already, keep on drawing and have a nice day -w-)/
