On the art board, I think bumping is only necessary for the group threads and to put threads over saged. I guess you can also bump if your artwork goes unnoticed, but other than that, I don't see any other reason for you to bump someone else's art thread.
That's just the way I see it though. Still, I find it unnecessary.
